The Forgive and Hit Conflict De-escalation System
Palestinians fire rockets into Israel - so Israel retaliates and Palestinians fire more rockets.
If the rockets stop the war stops. Sadly they don’t stop because individual groups don’t associate firing a rocket with the inevitable retaliation. This can be at the level of a grumbling discontent with occasional rockets being fired off or at the level of full scale conflict. We need to build association between the Palestinians firing a rocket and Palestinians being attacked or killed by the retaliation.
So what’s new
Israel has the ability to surgically remove individual targets at will. This potentially means that they have the ability to inform the Palestinian Authorities of targets that they about to hit. This has a unique value.
The Israelis would tell the Palestinians that they will forgive the next number of rockets – say five. When the sixth rocket is fired a known target will be hit at exactly 12 noon the next day. The sheet is then wiped clean and another 5 rocket attacks are forgiven before another bit Palestinian infrastructure is removed.
Create a giant screen in the Israeli press centre with maps of Israel and Gaza. The Israeli map would show numbered incoming rocket attacks and the Palestinian map Israeli’s retaliatory targets on it numbered in order of strike.
Beside the screen would be traffic lights. Green for forgiven, amber for ‘one away from hit’ and red for hit activated.
1.When the amber light is showing individual Palestinian fighters and groups on the ground will know that the consequence of firing their rocket will be the destruction of a specific bit of their own infrastructure the following day at say 12 noon. Those fighters then become personally responsible for that action and any deaths of civilians.

3.The press will get enhanced coverage by being close to the target and be able to obtain interviews from the people around that area and the area from where the rocket was fired.
This in effect is a rolling ceasefire. It gives the Israelis the moral high ground when they forgive and the individual fighters the moral high ground when they don’t fire rockets. Currently the reverse is true. Additionally civilian causalities can be virtually eliminated.
Potentially this system could be ratcheted up and down according to the level of conflict. So as peace starts to breakout the Forgiven rockets could be reduced to say two before the Hit. The hit could also be reduced to a simple invoice to the Palestinian Authorities for the Iron Dome Missile ($70,000 each) - or the destruction of selected infrastructure. Once the missiles had been stopped not only would there be peace but the Israeli blockade of Gaza could be lifted.
